The Under Secretary of State for Foreign Affairs

presents his compliments to the Under Secretary of State

for the Colonies and is directed by the Secretary of

State to transmit herewith a copy of a note from the

Chinese Chargé d'Affaires relative to the establishment

of a Chinese Vice-Consulate at Hong Kong and to request

that he may be informed what reply should be returned

to this inquiry.

2. The Chinese Chargé d'Affaires having expressed

a verbal desire to be furnished with an early reply, it

is requested that if no objection is seen, the views of

the local authorities may be sought by telegraph.

3. Similar letters have been sent to India Office

and Home Office in regard to the other posts mentioned

in the note.
